The utility company would be pleased to purchase the extra electricity from you. Since the electricity generated by your windmill is according to the same standards as that of utility company, they can easily buy it from you.

This is done in tow manners. In the more common case, the utility company would make provisions such that your electric meter would run in reverse for every unit of electricity you sell. The other option is that the company would install a separate outgoing meter for you. This meter would register the amount of electricity you sell to the company
